Sheila Kimmel was born in the United States and came to Canada via the Netherlands. She became a Canadian in the late 1980s. Sheila has been an information technology and telecommunications professional for more than 30 years. During that time, she has acquired extensive labour relations experience. Sheila has a Bachelor of Arts in Economics and a Master of Science in Telecommunications Management. In her spare time, she is involved with distance education, teaching telecommunications and as a learning object reviewer for the Multimedia Educational Resource for Learning and Online Teaching.

After six years of misdiagnosis, Sheila was diagnosed in 2004 with dysphasia-related osteoarthritis, and in 2006, she had both hips replaced. Appalled at the lack of knowledge at the primary care level and at the dismissive attitude towards osteoarthritis she experienced by some health care professionals, she immediately joined the Canadian Arthritis Patient Alliance (CAPA). As part of CAPA, she lobbies politicians and makes her views known to the press. She also belongs to Fair Vote Canada, Society of Internet Professionals, and Democrats Abroad.
